IUE Partners with Simbu PHA to Advance Medical Education

The Innovative University of Enga (IUE) has formalized a strategic partnership with the Simbu Provincial Health Authority (Simbu PHA) to strengthen clinical training and expand healthcare delivery in the Highlands Region.

The Memorandum of Understanding was signed on 10 September 2026 at the Irelya Main Campus. It gives effect to Section 12 and Schedule 5 of the Provincial Health Authorities Act 2007, which require Provincial Health Authorities to facilitate undergraduate and postgraduate medical education.

Under the agreement, IUE student clinicians will undertake clinical training at the Sir Joseph Nombri Memorial Kundiawa Provincial Hospital. As a Level 5 specialized facility, the hospital provides the infrastructure and multidisciplinary environment required for advanced medical education and serves as a clinical hub for the region.

IUE President Dr. Brian Davis said the University views the partnership as a true operational alliance that reflects its national commitment to healthcare.

“IUE will not view this MoU as a one-sided benefit, but as a true operational partnership. Through our
students and institutional resources, we stand ready to assist Simbu PHA in any capacity required under this
agreement. IUE is a national, well-funded institution committed to nationwide healthcare delivery.”

Dr. Davis also acknowledged the foundational vision of Enga Provincial Governor, Grand Chief Sir Peter Ipatas, whose leadership has positioned IUE to support health workforce development beyond Enga Province. Simbu PHA Chief Executive Officer Dr. Kassi Ken, who travelled to Irelya for the signing, welcomed the partnership.

“Simbu Province faces distinct geographical challenges and limited resources, but we believe in the power of
partnership. The ‘Simbu way’ of solving resource constraints is to build meaningful alliances that build
human capital. That is the collaborative mindset every Papua New Guinean must adopt.”

The partnership sets a practical standard for cross-provincial teamwork, expanding clinical capacity and securing a strong, locally trained health workforce for Papua New Guinea.
