Introduction
The Innovative University of Enga (IUE), established by an Act of Parliament in 2022, represents a bold vision for the future of higher education in Papua New Guinea.
As a new institution with a transformative mandate, IUE embraces its role as a leader in shaping the nation’s academic landscape, cultivating intellectual growth, and driving social and economic progress.
This Strategic Plan (2026–2031) sets out a clear and ambitious roadmap, challenging the University to build a legacy of academic excellence, innovative research, and community impact that extends far beyond Enga Province to the whole of Papua New Guinea and the Pacific region.
At the heart of this plan lies a commitment to academic excellence, innovation, and inclusivity. IUE will integrate world-class teaching and research with the needs of a rapidly digitalized global community.
We affirm that the richness of our student body, drawn from different backgrounds, cultures, and experiences, will not only enrich our classrooms but also prepare our graduates to lead in an interconnected
and increasingly complex world.
The success of IUE will depend on our ability to reimagine approaches, embrace digital transformation, and embed quality and innovation at the center of our mission.
In doing so, we will deliver a transformative student experience, grounded in civic responsibility and entrepreneurial spirit, that equips graduates to either find a path in society or create one.
This reflects our belief that higher education is not simply about producing graduates, but about cultivating leaders, innovators, and change-makers who will drive positive transformation for generations to come.
As an anchor institution for Papua New Guinea and Enga Province, IUE is deeply committed to serving as a catalyst for community development and national progress. Through strong partnerships, both domestic and international, we will extend our impact beyond the university walls, ensuring that our teaching, research, and innovation actively contribute to improving lives,strengthening institutions, and building a sustainable future.
This Strategic Plan reaffirms IUE’s mission to advance the public good. Through the power of learning, discovery, and creativity, we will expand opportunities for individuals, strengthen communities, and shape a future where all Papua New Guineans can thrive.

Overview
The Innovative University of Enga (IUE) stands at a transformative juncture, a moment where bold ambition meets strategic foresight. As Papua New Guinea’s institution committed to academic innovation, cultural relevance, and global connectivity, IUE is launching its Strategic Plan 2026–2031, a plan that defines our institutional evolution over the next five years.
Key priorities include:
- Infrastructure Development: Upgrading digital and physical infrastructure to meet international academic standards.
- Academic and Administrative Capacity Building: Enhancing faculty qualifications, research capabilities, and governance frameworks.
- Quality Assurance Systems: Aligning internal academic processes with global best practices.
- National and International Cooperation Readiness: Establishing pathways for strategic Memoranda of Agreement (MoAs), with a landmark goal of securing a formal partnership with a reputable U.S. university by 2028.
- Global Branding and Institutional Diplomacy: Actively promoting IUE’s unique identity, values, and research outputs in the global academic ecosystem.
- Achieving International Accreditation: Pursuing recognition from globally respected accreditation bodies to validate program quality.
This plan envisions IUE as a competitive, globally visible institution, actively contributing to global knowledge production while remaining rooted in local relevance.
Strategic Alignment and Guiding Principles
The plan is guided by the principles of:
- Sustainability: Long-term impact over short-term gains.
- Inclusiveness: Serving the people of Enga and Papua New Guinea, while welcoming the world.
- Excellence: Adhering to international standards in teaching, research, and governance.
- Partnership: Leveraging collaborations for mutual academic enrichment.
Furthermore, the Strategic Plan aligns with national goals articulated in Papua New Guinea Vision 2050, Higher Education Sector Strategic Plans, and the UN Sustainable Development Goals (SDGs), particularly in quality education (SDG 4), innovation (SDG 9), and global partnerships (SDG 17).

The Strategic Plan 2026–2031 is more than a document — it is a living document that guides decision making, administration, operations, and management to optimize IUE’s differentiating value proposition in order to become a market leader in education and training in Papua New Guinea and the Coral Sea region. As the Innovative University of Enga enters its next chapter, we reaffirm our commitment to serve as an engine of knowledge, a beacon of innovation, and a bridge between Papua New Guinea and the global academic world.
