
Vacancy Announcement – Chief of Staff, Office of the President

The Innovative University of Enga (IUE) invites applications for the position of Chief of Staff, Office of the President. Based at IUE
Headquarters (Irelya Campus), the Chief of Staff is a senior executive officer of the University and the most senior member of the
Office of the President, holding delegated executive authority to act on the President’s behalf in coordinating, directing, and
overseeing institutional operations across IUE’s three campuses (Irelya, Sopas, and Akom).
KEY RESPONSIBILITIES
- Supervises the staff of the Presidential Office — including the Executive Officer, Council Coordinating Officer, Director of Quality
Assurance, Special Projects Officer, Executive Director of Advancement, and Research Coordinator — and directs special
projects assigned by the President. - Represents the President on institutional committees, at Council-related functions, and at official University events.
- Leads institutional accountability efforts, tracking action items from Council meetings and cross-divisional initiatives.
- Serves as the central point of coordination between the Office of the President and the Vice Presidents, Bursar, and other
senior leaders. - Exercises delegated executive authority, including reviewing and clearing correspondence and decision items before they reach
the President, and acting in the President’s stead on designated matters when authorized. - Advises the President and senior leadership on communication strategy and coordinates institutional response during crises.
- Prepares or directs the preparation of briefing materials, position papers, and reports for engagement with the Council,
DHERST, DNPM, the Provincial Government, and other stakeholders.
MINIMUM QUALIFICATIONS
- Earned doctorate (Ph.D. or equivalent terminal degree) in higher education administration, public administration, business
administration, or a related field. - Substantial experience in a senior executive, chief-of-staff, or comparable leadership role exercising delegated executive
authority, preferably within a university, government, or large complex organization. - Demonstrated ability to supervise staff, manage multiple concurrent projects, and direct the work of senior colleagues across
organizational divisions. - Excellent written and verbal communication skills, and sound judgment and discretion in handling confidential and sensitive
institutional matters. - Experience in higher education governance, familiarity with Papua New Guinea’s higher education regulatory environment
(DHERST, DNPM), and prior experience representing an executive at official functions are preferred.
